As the most developed nations of the world are also the wealthiest, they are typically the ones with the financial resources to pursue authority positions. So, yes, to a great extent, wealth does not only determine and influence administration culture, but it also drives it. 

Global policies are made and even implemented by the wealthiest countries. These nations have automatically assumed the role of leadership, and this has been the practice for centuries. In the 21st century and even times in the past, wealth is equivalent to power, control, and authority. It is often stated that money talks, which is the reality of our existence on the planet.
